Instructions concerning requests for rectification

The Act on Discretionary Government Transfers (688/2001) applies to the grants and subsidies awarded by the Internationalisation Services of the Finnish National Agency for Education. This Act also applies to the subsidies granted in the European Union's programmes regardless of which term is used to refer to them (e.g. EU aid, grant).

According to Section 34 of the Act on Discretionary Government Transfers, decisions made by State aid authorities may not be appealed. Instead, an interested party dissatisfied with a decision may apply for rectification within 30 days of receiving notification of the decision. The request for rectification must include a reasonable explanation and documents and / or receipts proving the correctness of the expenses.

A person dissatisfied with a decision may apply for rectification from the Finnish National Agency for Education.

Limitation period for requests for rectification

The request for rectification must be filed within 30 days of receiving notification of the decision. Unless otherwise proven, the interested parties will be considered to have received notification of decisions on the seventh day after the decision was posted. The day the letter was posted is indicated by the postmark on the letter of decision. The date of receiving the decision is not included in the limitation period. If the final day of the limitation period for requests for rectification falls on a national holiday, Saturday, Independence Day, Labour Day, Christmas Eve or Midsummer's Eve, the limitation period shall continue until the following workday.

Letter for the request for rectification and its appendices

The request must be issued in writing. The letter must contain the following details:

  • the decision which the request concerns
  • which part of the decision is sought to be rectified and the revisions sought
  • the basis on which rectification is sought
  • the name and contact information of the party filing the request (mailing address, e-mail and telephone number)

The request must be signed and shall be accompanied by

  • the decision subject to the request for rectification or a copy thereof
  • other material on which the applicant relies

Delivery of the request for rectification

The letter must be delivered within the limitation period set for a request for rectification, i.e. no later than the final day of the limitation period for requests for rectification before the end of business day at:
