Finnish Consulting Group FCG to evaluate Finnish development co-operation in higher education through North–South–South and HEI ICI programmes

FCG International has won the tender launched by the Ministry for Foreign Affairs to evaluate two higher education programmes administered by CIMO in development co-operation.

The programme on North–South–South supports mobility and networking, while HEI ICI (Higher Education Institution Institutional Cooperation Instrument) focuses on capacity development of institutions in the partner country.

The current programme cycles of both NSS and HEI ICI will end in 2014. This provides an opportunity for the Ministry to consider future options of the two programmes, including a potential joint programme. The purpose of the evaluation is to support this work.

The evaluation seeks to

  • provide a comprehensive independent view of the achievements, strengths and weaknesses of NSS and HEI ICI Programmes.
  • raise lessons learned and give recommendations on how the programmes should be developed further to support higher education institutions’ active role in development co-operation.

The evaluation will be conducted between November 2013 and June 2014 as a desk study, interviews in Finland and fieldwork in Vietnam, Kenya and South Africa.
