As part of the Delivering as One initiative (DaO), the UN in Rwanda aims at improving coherence, harmonization, efficiency, alignment and effectiveness of the UN system’s operations. To reinforce the Delivering as One process, the Government of Rwanda and the One UN developed a unified UN Development Assistance Plan (UNDAP 2013 -2018) that is fully aligned to the Government’s priorities set out in its Economic Development and Poverty Reduction Strategy (EDRPRS II) as well as Rwanda Vision 2020.

Promoting good governance to underpin national unity, identity and harmony, and catalyzing capabilities to increase rapid production and development are key pillars of EDPRS II. This priority is also evident in Rwanda’s Vision 2020, which identifies the goal for Nation Building & Good Governance as “…a strong and secure nation, with high standards of political and administrative governance”.

Result Area 2 of the UNDAP 2013 -2018 focuses on Accountable Governance, including to improve citizen participation in sustainable development and decision making processes at all levels.
More specifically, UNDP contributes to the following areas of work:
  • Strengthening of capacity of national and local institutions for research generation and utilization of disaggregated data for participatory and evidence-based policy formulation and planning at all levels;
  • Strengthening of the capacity of central, decentralized entities and communities to promote community driven development processes;
  • Strengthening of capacity of national oversight institutions to promote and demand for accountability and transparency at all levels;
  • Capacity of citizens, communities and CSOs to demand accountability and transparency strengthened at all levels;
  • Increased participation of women and youth in decision making and democratic processes at all levels.
  • Strengthened capacity of the justice sector to increase access to justice.
  • Enhanced national capacities for promotion, mainstreaming human rights and implementing treaty body and UPR recommendations.
  • Enhanced mechanisms for sustainable peace consolidation, unity and reconciliation.
UNDP has supported the GoR to strengthen the capacity of key governance institutions to deliver on their constitutional mandates; improve accountability; produce governance assessments to improve evidence based analysis and track progress in the area of governance, as well as, promote access to justice at all levels, develop mechanisms for unity, reconciliation and peace consolidation.

UNDP is a recognized as a key partner to the Government of Rwanda (GoR), the civil society, the media and the parliament in the area of good governance promotion thus the need for creating ways of sustaining the gains in democratic governance as a foundation for economic and sustainable development in Rwanda. In view of the need to promote inclusive governance mainly through the Civil Society and the Media, UNDP is managing two One UN programs focusing on citizen participation and empowerment. These programs are:
  • Deepening democracy through strengthening citizens’ participation and accountable governance (DDAG program)
  • Strengthening Civil Society Organizations for Responsive and Accountable Governance in Rwanda (CSOs program)

These two programs keep a particular focus on citizen empowerment and citizen voice in public processes. Therefore, UNDP Rwanda seek to recruit an intern who will support the implementation of these two programs, capacity development of implementing partners, documentation and communication of results as well as gender mainstreaming within the programs.

Duties and responsibilities

Working in the intern’s duties will focus on the implementation of the DDAG and CSO programs. The incumbent will collaborate with the UNDP staff and implementing partners.

His/her main duties will be as follows:

  • Work closely with Project Managers and Head of Unit and support them in the implementation of the programs;
  • Provide substantive inputs regarding the development of the Governance portfolio with particular focus on compiling results achieved so far, prepare for final evaluations and annual review meetings;
  • Support the initiation of contracts, project cooperation agreements, memoranda of understanding and other planning, budgeting and reporting documents;
  • Assist in the administration of projects including the preparation of annual work plans, drafting terms of reference, arranging for training activities workshops, seminars and preparing all necessary correspondence;
  • Assist in resource mobilization efforts, including the formulation of top‐quality project proposals;
  • Advocate for, and promote awareness and understanding of, UNDP’s mandate, mission and purpose with special emphasis on Democratic Governance and Peace Consolidation with due consideration of gender mainstreaming as a programming principle;
  • Assist in coordinating UNDP’s initiatives on governance with other UN Agencies within the DaO, international agencies and donors, and develop inter‐agency synergies and complementarities;
  • Perform any additional tasks as requested by the Supervisor
Qualifications and competences

Education and experience:
  • Master’s Degree in related field, such as Law, Public Administration, Political Science, Development studies;
  • Experience in project and office management;
  • Proven work experience in the area of democratic governance (public administration, civil society, media) is an asset, preferable in a development context.
  • Fluency in English; working knowledge of French is an asset

Functional competences:

  • Knowledge of international affairs, development and the United Nations, particularly UNDP;
  • Excellent report-writing skills;
  • Excellent command of MS Office applications;
  • Very good oral and written communication skills
  • Familiar with results based management;

  • Committed to the UNDP values and mission statement;
  • Capable of handling sensitive, politically-related situations and contacts with variety of stakeholders;
  • Team player;
  • Sense for initiative;
  • Ability to work under pressure and to meet strict deadlines.

Language skills:

  • Fluency in English is required;
  • Working knowledge of French is an asset.

Other information

Kigali is a clean city of about 1 million of population. The security condition is fine and there are no serious security issues at present. Rwanda has excellent climate moderated by high altitude. Social life is becoming more vibrant and Kigali is increasingly cosmopolitan with residents from many parts of the world working for bilateral or multilateral agencies and the private sector.
