Brief Description:

Strengthening Institutional Capacity for Higher Education Leadership and Management in sub-Saharan Africa (LMUU II) is an institutional capacity building project of five partner HEIs namely Uganda Management Institute (UMI), Makerere University (MU), University of KwaZulu-Natal (UKZN), University of Helsinki (UH) and University of Tampere (UTA), the coordinating partner. In addition, there are two associate partners, Pan African Institute of University Governance in Cameroon as a link to the Francophone Africa and the MARIHE Erasmus Mundus programme “Management of Research and Innovation in Higher Education”.

The LMUU II project builds on the outputs of the outgoing “Building Institutional Capacity for Training Leadership and Management of Ugandan Universities” (LMUU) project (2011-2012). The African partners in LMUU have been UMI and MU. The main results of LMUU are the accredited Post Graduate Diploma in Higher Education Leadership and Management programme (PGD-HELM) and the trained 25 Ugandan academic experts. The programme is currently running at UMI and is self-sustainable having enrolled 15 fee paying students.

The LMUU II project draws on three key complementary activities: (a) needs assessments with specific focus on emerging needs,(b) training, and (c)materials development (including localizing the content and follow-up activities involving pilot teaching of the localized content), study module development and evaluation. All these activities will be carried out through seminars, workshops, self-studies, group assignments, distance learning etc. The development of knowledge and programmes will be integrated with the developments of the programmes of the Finnish partners, in particular with the national HEAME PhD programme, MARIHE master’s programme and KOHA-professional programme as well as research done in the field of management and leadership in higher education.

Result Area(s):

  • Improved quality and relevance of higher education
  • Enhanced management, leadership and governance capacities in higher education institutions
  • Strengthened the role and relevance of the HEIs in development

Key Results to be Achieved:

  • Developing a solid quality assurance for PDG-HELM, coordinated by UMI
  • Integrating management and leadership content to master programmes of the partners on higher education, coordinated by MU
  • Developing new tracks on higher education management and leadership in doctoral programmes of partners, coordinated by UKZN
  • Strengthening the network on studies on higher education management and leadership in sub-Saharan Africa
